Vidullanka PLC Consortium Emerges as Lowest-Cost Bidder for LKR 5.0 Billion Transmission Line Project

Colombo, Sri Lanka – 22 September 2026 – Vidullanka PLC, a prominent player in Sri Lanka’s renewable energy sector, has announced a significant milestone: a consortium comprising Vidullanka PLC and India’s Skipper Limited has emerged as the lowest-cost bidder for a substantial LKR 5.0 billion 132 kV transmission line project.

The highly anticipated project, funded by the Japan International Cooperation Agency (JICA), falls under the “National Transmission and Distribution Network Development and Efficiency Improvement Project Package 3 (Phase ii): Construction of 132 kV Transmission Lines.” This development marks a strategic expansion for Vidullanka PLC into high-voltage grid infrastructure.

Project Scope and Funding

The tender, referenced as CEB/AGM(P)I2024IICBAI TDND&EIP/P3 Phase (ii), details a comprehensive scope of work. The consortium will be responsible for the construction, installation, testing, and commissioning of 132 kV transmission lines and associated works. The employer for this critical infrastructure development is the National Transmission Network Service Provider (NTNSP), a division of the Ceylon Electricity Board (CEB).

This project is a vital component of Sri Lanka’s ongoing efforts to modernize and enhance its national transmission network, ensuring greater efficiency and reliability in power distribution across the island.

Commercial Terms and Execution Structure

The total bid value for this extensive project is approximately LKR 5.0 billion (LKR 5,000 Million). The estimated implementation period from the commencement of the contract is 18 months, signaling a relatively swift execution timeline for such a large-scale undertaking.

While the consortium has successfully secured the position as the lowest-cost bidder, Vidullanka PLC has clarified that the final securing and formal award of the contract remain strictly subject to the fulfillment of technical evaluations and the subsequent receipt of the Letter of Award (LOA) from the employer.

Regarding the execution structure, Vidullanka PLC is poised to undertake local execution and project management activities. This will be carried out in close collaboration with its international consortium partner, Skipper Limited, leveraging their combined expertise for efficient project delivery.

Strategic Rationale and Business Expansion

For Vidullanka PLC, this achievement represents a pivotal moment. The company has an established presence across various facets of the renewable energy sector, including:

  • Renewable energy power generation (hydro, solar, and biomass)
  • Engineering, Procurement, and Construction (EPC) services
  • Utility-scale Battery Energy Storage Systems (BESS)

The successful emergence as the lowest-cost bidder signifies Vidullanka PLC’s formal entry into transmission line construction and high-voltage grid infrastructure developments. This move is aligned with the company’s broader strategy for business expansion and diversification.

Subject to the formal award of the contract and the execution of definitive agreements, the project is anticipated to contribute positively to Vidullanka PLC’s future revenue and earnings. More importantly, it is expected to establish a robust platform for the company to participate in further transmission infrastructure development projects across Sri Lanka, cementing its role in the nation’s energy future.

The company has assured that further disclosures will be made upon the execution of formal contract agreements.
